| Total 169,503 units initiated out of which 95,084 are still in planning phase, 52,439 under construction while only 21,980 are completed

ISLAMABAD   –   A promise made by the previous government of Pakistan Tahreek-e-Insaf to provide five million houses could not be materialized as only 21,980 low cost houses have so far been completed while 52,439 are under construction and 95,084 are in their planning phase.

The said flagship program to build five million houses was initiated by the previous government led by Imran Khan under the banner of Naya Pakistan Housing Program (NPHP) for which a dedicated organization Naya Pakistan Housing & Development Authority (NAPHDA) was established in January 2020 through an Act of Parliament.

“In the past, the housing sector came under the purview of the Ministry of Housing and Works on federal level but the mandate to execute the Naya Pakistan Housing Scheme was given to NAPHDA”, the Additional Secretary Housing and Works Zahoor Ahmed said this while talking to The Nation.

He said our ministry is only executing a limited part of this project that was for the employees of the federal government and the rest of the affairs are being taken care of by NAPHDA.

Meanwhile, when contacted to know the details from NAPHDA, a media manager of the authority said that all the information regarding this program is available on the official website.

It has been learnt from the information available on the website that the authority has initiated different low cost housing projects with the help of different agencies across the country. A total number of units initiated are 169,503 out of which 95,084 are in planning phase, 52,439 are under construction while only 21,980 have been completed so far.

Out of the total completed projects, 18,416 housing units were those which were financed by the government of Pakistan through Akhuwat Foundation — a non-governmental organization.

Furthermore, rest of 3,564 houses were constructed by the Worker Welfare Fund and Worker Welfare Board including 1508 low cost housing units constructed in Zone-V of Islamabad for industrial workers by Worker Welfare Funds and 2056 constructed in Regi Lalma Housing Scheme by Worker Welfare Board in KPK.

The other projects under the said scheme in the pipeline include 15,300 apartments projects launched by the Federal Government Employees Housing Authority in Islamabad, Rawalpindi and Lahore, 9,384 Peri-Urban housing units and 65785 housing units on private lands while housing loan for 22180 units were also disbursed under the Government Markup Subsidy Scheme through different banks.

These statistics categorically showed that the promise to give five million houses could not be achieved besides spending millions of rupees on the subject.

To get the response of NAPHDA, its Spokesperson Asim Shoukat Ali was contacted by The Nation, who asked to send written questions for a proper reply. He was extended the following written questions; is the number mentioned on the website are the overall tangible product of Naya Pakistan Housing Program? If yes, what about the promise of 5 million houses of the previous government, if otherwise, kindly provide the details of any project other than those listed on your website? Share the details of housing loans disbursed by the commercial banks?

The spokesperson acknowledged the receipt of questions and promised to respond, however, he did not respond besides repeated reminders in this regard.
